Once Super Sailor Moon has returned she falls to her knees. Uranus and Neptune snap out of their stupor and go to her. They disappear with the bundle that had been in her arms before the other Sailor Soldiers show up. Some might say they made off like thieves in the night, but I think they checked on Moon first and then made off like thieves in the night.
It is later on, perhaps the next day, do Haruka and Michiru show up. They are inside a restaurant. Michiru is feeding a baby that anyone can see is Hotaru. Haruka watches this fondly and says that Michiru and the child look so picturesque. Michiru replies, "Perhaps it would be nice if the three of us live peacefully like this as a family." Haruka is surprised by such words and straightens from her relaxed pose saying, "Come on…!"
She relaxes soon enough. The two are enjoying their new found peace. While their fondness for each other grew and now that the danger is gone they can actually pursue a relationship. I think right there Michiru was hinting just how far she and Haruka would go - always being together and maybe having a family one day. The two then get ready to leave, Michiru motherly burps Hotaru and says, "It's farewell, baby…"
The three then depart in Haruka's car. Hotaru sleeps peacefully in Michiru's arms. She trusts them completely. Haruka looks at Michiru happily and thinks of their time together from when she was yet to waken as Sailor Uranus to when Neptune first saved her to when she witnessed Neptune's heart crystal being taken away. The reflections she thought of pretty much makes me believe she was thinking of just how much Michiru truly means to her.
They arrive at a hospital. Michiru returns Hotaru to her father who is in a wheel chair and in recovery from what happened. Haruka meanwhile checks with Tomoe's doctor to know his condition. Tomoe has severe amnesia with severe mental trauma. The doctor reassures that he is recovering quickly though and will be able to return to society without problems. Haruka looks satisfied with the results. Hotaru and Professor Tomoe would be able to start all over again with normal and happy lives that hold no memory of the past few years.
By that, it is obvious they cared for Hotaru as a person. They likely knew Hotaru was a "good girl" as the others put it. They held no grudge against her, but they did against the evil entity that took over her body.
Together, Haruka and Michiru watch as Tomoe and his daughter spend time together. Haruka places her hand on Michiru's shoulder knowing something is bothering her despite she looks fine. Michiru responds, "Its strange… it feels so lonely…" Watching the Tomoe family disappear in the distance Haruka has Michiru face her. They have one more thing they must do before they leave the town the other soldiers live in. It is obviously a thing of duty with how their expressions become solemn and serious.
Whereabouts of Pluto is shown when Chibiusa is visited by a vision of her as she goes up a hill to find her hat. Pluto looks happy and is proud of Chibiusa. She wishes to hold the girl, but explains she no longer has a physical body in the present. She reassures Chibiusa that she is not alone and lets her know that Hotaru has been reincarnated. Chibiusa is given proof soon after when her hat is found in the hands of Professor Tomoe who is carrying Hotaru around with him.
Elsewhere Usagi and the others look for traces of Hotaru's whereabouts at the ruins of their last battle. Haruka and Michiru show up to confront Usagi for her actions. "Your idealisms are too painful to watch." Michiru starts. (I agree.) "Why yes, the world was saved. But we can't forgive you for what you did! " Haruka continues. "Your idealism in protecting the Warrior of Ruin almost destroyed this planet…" Michiru trails and Usagi falls to her knees in disbelief. (They speak the ugly truth. It is the truth, Usagi!) "Usagi, you…" Michiru continues. "…have no qualifications to be the future queen!" Haruka finishes.
This of course ticks off the others. They consider it horrible for them to tell Usagi those things and thought they came to understand each other. (Uh, I still think none of you understand Haruka or Michiru or any of the Outer Solar System Soldiers, truthfully.)
"Just like we initially thought these guys…" Makoto says, "…are so hardheaded it is beyond our reach!" Truthfully, I find her words ironic since they were just as hardheaded against Uranus and Neptune's way of thinking in turn. But of course, Usagi is always right, so screw any one else's opinions and beliefs to hell.
Haruka and Michiru continue to play (keyword, "play") the bad guys and transform to initiate a fight. Usagi is against them fighting still and wishes for Mars, Mercury, Jupiter and Venus not to do anything. To Usagi's credit she admits to Uranus and Neptune's allegations but still believes she did nothing wrong. Uranus and Neptune present a challenge for Usagi to defeat them in order for them to stop being enemies.
Tuxedo Kamen makes sure it is a battle between only the three of them when the other four soldiers from Moon's group wish to help her. He seems to understand Uranus and Neptune's ways for the most part.
When the battle begins, Uranus and Neptune unlock Sailor Moon's true determination and capabilities. She dodges their magical attacks, Uranus' quick reflexes and physical fighting moves, and soon both are displayed her light of purity and true powers. She dodges out of the way in quickness similar to Uranus' in episode 106 leaving Uranus and Neptune to take the blunt of the attack they were forming.
Once that is over they are truly satisfied by her performance. They then bow to her, acknowledging her as their future sovereign. They saw her true powers finally and know they have met the true Messiah... or at least got a glimpse of her. I think Sailor Moon, as she is at the moment, has the potential to be the Messiah and some day will become the Messiah, but until she believes in her own powers she is still simply trying to awaken.
Uranus and Neptune realized it would take a while for Usagi to truly awaken to what she is capable of and how powerful she can truly be. I don't think they were fighting to simply be hard-headed, mean or anything else of negative perspective. By pushing her, they were able to confirm that Sailor Moon would be able to handle later hardships without their help. They fulfilled their mission successfully and would be able to go back to being the "distant soldiers who watch from afar." The earth was saved and they had found the true Messiah. To their amusement, Sailor Moon is still lost to the fact that the true Messiah is her.
Neptune comments that Sailor Moon had even been able to draw Sailor Saturn onto her side. In that one learns Sailor Moon did indeed save Hotaru on her own. Uranus even admits that Sailor Moon had saved her and Neptune as well and notes they probably should have thanked her. In the end, they found they had no regrets over all they went through to get there.
They bring peace of mind to Moon and company by answering their endless question to whether Hotaru was alive or not and then leave the town to hopefully pursue a more normal life together.
