Friendly: Quatre R. Winner
On the topic of possible romantic interests, his pairing has ranged from Catherine to all the other main females as well as the males of the show. Other than her, he has been paired mainly with Quatre Winner. I think he could be with any of the main characters. Interests can end up with those that seem most compatible to those least in real life, why not here?
The most popular fan pairing would be Quatre and him all out. It is understandable. Upon watching the anime, out of the Gundam Pilots they seemed to hit it off quicker than the others. They had common interests in music. Quatre seems to be his complete opposite and they would balance each other out. Trowa, though not an Empath like Quatre, seems to be quite empathetic towards the boy.
He also is often seen as a sort of support to Quatre. An example would be when Quatre needed to be snapped out of his insanity when using Wing Zero or to the point when Quatre was stabbed by Dorothy Catalonia. He seems to be quite protective of Pilot 04. That is how Trowa seems to be though - protective. He is something like the same way towards Catherine only the bond is different. He and Catherine may be bonded by a deep trust but Trowa seems to have a different sort of bond with Quatre. The shared empathy is what makes it different.
Studying the Animation:
Since the anime is where it all started, I'll start examining it first. What will be looked into are relationships in general. While looking to see if there are any indications of a romantic love, all other forms of love will be looked into as well. Added on will be various speculations and observations. These will not only observe the various scenes, but some of the "evidences" out there as to why Trowa and Quatre are comrades in arms, friends, best friends, or a romantic couple.

Studying the Graphic Novels:
With the animated series looked into, next would be the manga out there. Most of them however are not exactly official as they tell possibilities as to what could have happened between certain times of the television series, OVAs and movie. Nevertheless, it doesn't hurt to look at them.

Conclusion:
So, when it comes to Trowa and Quatre's relationship is it romantic interest, protective nature, or mere friendship? It is undetermined. The series never was aimed at romance obviously. In any case, out of all the characters he is close to, Quatre does seem to be the one he is most in tune with. They are obviously fond of each other and Quatre seems to bring out an empathetic side to Trowa that no one else has. Who knows though? There is something there, but it could be merely a deep friendship. That isn't to say it cannot be a romantic love though.
